    I very much welcome this discussion. It is timely. Following recent events,nationwide I went to the City Web page to get a better handle on these things myself. I found these items to be of particular interest.
    FPD General Order 702- Bias Based Profiling / Discriminatory Practice
    FPD General Order 1000- Mission Statement , Specifically .15 Accountability Statement .
    If you have time I suggest that you look them up . They are very laudable statements and from my experience are the both the idea and actual practice here in Frederick .
    You will see General Orders in the 1600’s deal with officer complaints and discipline. This is a complex area. It gets wrapped up with labor relations and the Law Enforcement Officer’s Bill of Rights (you can Google that). All I will say is that I applaud General Order 1600 -Early Intervention.
    I do have one concern. There is or was a Chief’s Advisory Group but there is no mention of them anywhere. The public cannot tell who they are, when or where they meet, what they discuss – unlike the many other Board and Commissions listed on the City web page. They seem to be operating under the radar . If they still operate, I suggest that the sun shine upon them just as it does other Advisory Boards .

    Please include a review of the City‘s oversights function and processes of the management FPD. Include incident management and any review and approval of any and all Policing practices and procedures including Training and Use Of Force incident reviews. Include a update of Body Camera use and court related activities using same. Finally please inform Citizen of Chief’s Forum and related actives.

    Travis Tate, Frederick, MD. In reviewing prior year FPD annual reports, I noticed the reports provides racial demographic data associated with policing activities. This provides accountability for both the department and citizens to monitor performance when considering unintentional bias in policing practices. Generally, you would expect the police activity data to trend well with the racial demographic of the city. Any imbalance could be a flag for a possible problem in practices. How does the FPD use this data and how have past problems, if any, been addressed?
