8. Approval of Third Amendment to Amended and Restated Memorandum of Understanding with Plamondon Hospitality Partners, LLC concerning the downtown hotel project

    On behalf of the Tourism Council of Frederick County (DBA Visit Frederick), we are unequivocally enthusiastic supporters of the Downtown Hotel and Conference Center – and to certainly approve this 3rd Amendment to the Amended and Restated MOU with Plamondon Hospitality Partners. We believe this project will undoubtedly provide tremendous economic impact for our community, lead to substantial job creation, build and strengthen our tax revenues, and be a driver for visitation and tourism to our overall area. The location of this endeavor along beautiful Carroll Creek Park, and in the heart of our Hip and Historic Downtown, is absolutely perfect. This is the right project and the right partnership – and it will be the next great positive game changer for Downtown Frederick!     I am writing to express Downtown Frederick Partnership's support for the approval of this third amendment to the Plamondon-City MOU. Approval will result in sufficient time for the hospitality market to recover from the pandemic and ensure that this critical infrastructure for Downtown Frederick continues to move forward. The Downtown Frederick Hotel & Conference Center will bring $25.8 million in direct, indirect and induced spending annual and about $1 million annually in local (city/county) property taxes. The project will bring benefits to the many small businesses who call Downtown Frederick home, provide a needed meeting space for corporate businesses throughout Frederick County and will serve residents who are hosting visitors and/or holding family events. Residents also benefit from the stronger business economy. The Partnership greatly appreciates the City's continued support for this key project.
