XVII. PUBLIC COMMENTS
This is an opportunity for members of the public to address the Mayor and Aldermen regarding items that may or may not appear on the Agenda. Please note speakers should first give their name and address. You are reminded that these proceedings are broadcast on live TV and you should speak clearly. All comments are limited to a total of five minutes per individual. Comments can also be provided through the e-comments feature on the City website prior to the meeting.

I would like to add to my comment:
If ordinance is passed, tenants should be educated on what protections they have. Landlords should have guidance in the how to’s for licensing. Also, will landlords have access to grants to support if not financial able to fix property to licensing standard due to tenant poor care to property. Tenants should share responsibilities with landlords keeping up rental properties. I believe that landlords need to feel safe to be registered landlords rather than becoming landlords that served tenants under the table. This ordinance need to bring education and community. The inspections should be overseen so that tenants & landlords don’t feel threaten by inspections and understanding whom the information collected (report) will be shared with.
This proposed ordinance is another tax for Landlords who will have to pass the cost along to the Tenants. The proposal is based upon assumptions rather than verified facts.. The responsible Landlords who maintain their properties are being punished for the few bad ones. There are avenues for tenants to protect them themselves like rent escrow in the Judicial system, Fair Housing board and code enforcement
in the city and legal aid. Those of us who have older buildings have inspection for lead paint at turn over and if participating in Section 8 are subject to inspection. Another inspection is not needed. Will your inspectors fine the tenants who are destructive to the Landlords property. I doubt that. It is hard enough and costly to remove bad tenants. This $12 a month tax (which I sure will be increased regularly) will be passed along to the tenants. Can we have them call you if they object to the increase? We just went thru Covid where tenants could not be evicted who didnt pay rent. We dont need another tax. Nelson Zahler Wormans Mill
