3. Approval of conditions to rezone 11.54 acres located between Wormans Mill Court and US 15/MD 26 from General Commercial (GC) and Light Industrial (M1) to the Mixed-Use floating zone (MU-2)
It has been noted by planning staff that a builder could combine the Rails with Trails construction while their equipment and building team are already there working on site, making it cheaper, faster and more efficient to partner with the developer to build the trail. It’s slower, less efficient and more expensive to have them put money towards a CIP for trail construction and have that trail construction occur at a later date. However, it might be our only option here at this point since we don’t have the design work done, and consequently we don’t have an accurate estimate of what this trail section will look like, let alone cost.
A request for an extension of the grant money funding Rails with Trails phase 2 and 3 (granted in 2019) was made by the city in February of this year and a Request For Proposals has still not been issued for the design work needed. We continue to miss opportunities to accelerate construction of this trail, which has been planned since 2013 and funded since 2019. Please help move this project along by accelerating the design process, so we can realize the full potential of this exciting shared use path project!
