    Comment: Why is the City Council considering rezoning of a parcel that has not yet been approved via annexation?
    It seems that the Annexation of the parcel is the foundation on which any matters related to rezoning would be considered.

    You can't rezone something that is not properly annexed.

    The planning commission's original agenda had Annexation first then rezoning. City Planning Commission chair Joan Strawson asked the applicant at the initial June hearing "what happens if the annexation is not approved?" the response was that "the project could not go forward due to the flood plain issue".

    Suddenly the order of the cases was switched at all subsequent planning commission hearings and now before the City Council itself.

    The fact that the City Council is continuing to entertain these related but separate cases in this way is highly concerning and raises legitimate procedural and legal questions.
