33-7 required equipment -- I think should be removed. I understand that these items are useful, and improve safety in cases, but I don't believe that missing a bell should not be illegal. -- I would just slow down and say something in that scenario before I had a bell and it was fine.
I think making micromobility harder to access -- even in the name of safety -- is a loss for decreasing car usage in Frederick.
