The applicant continues to modify various elements of the proposal since its initial presentation yet the legal justification provided to the council still is the original one includes substantially higher number of attendees and other uses. The applicant should be required to issue a new statement of justification that is current and representative of all the current promised revisions and terms of commitment. Otherwise the terms and conditions of the initial commitment could be interpreted by the applicant as still applying to this case
