    Some things to consider:
    Bruce Dean/Applicant created a dialog/comparison from the get-go "It could have been a Walmart". That's a red-herring. Walmart would've moved forward IF they could meet the LMC requirements (impervious surface + parking). What other potential investors have given a pass because of LMC requirements for this parcel? Finally, why allow this investor the "creative" way around the LMC requirements? WHAT OTHER PROJECTS HAS THE PLANNING COMMISSION AND COUNCIL APPROVED THAT DO NOT MEET THE LMC REQUIREMENTS IN THE PAST 15 YEARS?
    Who came up with the attendance numbers associated with the Events Management Plan? Explain the rational and what other rezoning approvals have been approved in the past 15 years with a similar plan that doesn't provide required on-site parking? In what way is the Applicant legally responsible for ensuring compliance for the Special Events Plan in terms of any current City, State of Federal law?
    Why is the current administration willing to GIVE upwards of 10+ acres of dedicated land to a Contract Purchaser for zero title to the land?
