    I take issue with A.1's "TEN LEGAL PREREQUISITES". Husky park does not need to be rezoned in order for a road to be built. From the City's Land Management Code, ARTICLE 4 Sec. 404 Use Regulations, subsection b "Unlisted uses" permits unlisted uses when a use is "Materially Similar", according to the identification and classification of the use by the Land-Based Classification Standards.

    The following excerpt is from A 4 Sec. 404 Subsection b.4

    (4)The Zoning Administrator may determine that a use is materially similar if:
    A. The use is listed as within the same Structure or Function classification as the use specifically enumerated in the Use Matrix, as determined by the Land-Based Classification Standards ("LBCS") of the American Planning Association [Reference: http://www.planning.org/lbcs/index.html]. The use shall be considered materially similar if it falls within the same LBCS classification and meets the requirements of subsection C, below.

    "Table 404-1 Use Matrix" of the same section lists public parking lots as a permitted use. Parking lots fall into the same structure code - "5000 Transportation-related facilities" as a public road, according to the official LBCS structure look-up table. "A road is not a listed permitted use in the Park District" is cherry-picking the context and not true when examining the entirety of the document.
