6. Approval of proposed Ordinance concerning landlord-tenant relations for the purpose of prohibiting increase of rent during and after certain declared emergencies and prohibiting certain late fees
Hello, my name is Tony Perichino - Frederick, MD. As an operator of 200 residential apartment units in the county, and one who engages in continuous operational capital projects in an effort to provide a quality living experience for the wonderful residents who live in our communities, I would like to say that it is my opinion that prohibiting rent increases and late fees for an extended period of time will have a profound effect on our operating income, which we utilize a portion of for improvements and property enhancements. Our ability to continue to provide quality housing in the form of property upkeep and maintenance for the many people in the county who desire it will be severely affected as we will be forced to continue to place a tremendous amount of focus on expense control and savings. It is not our desire to put increases into place unfairly, and will consider the current events in doing so, however we must be able to continue to provide the level of service that we have committed to our residents and therefore I urge the council to consider allowing modest rent increases and late fees to be applied.
