IX. PUBLIC COMMENTS This is an opportunity for members of the public to address the Mayor and Aldermen regarding items that may or may not appear on the Agenda. Please note speakers should first give their name and address. You are reminded that these proceedings are broadcast on live TV and you should speak clearly. All comments are limited to a total of five minutes per individual. Comments can be provided through the e-comments feature on the City website prior to the meeting, or by calling 301-600-1213 during the meeting.

    I am a North Crossing Resident: The construction of the bridge has brought both convenience and added risk to those that reside along Christopher's Crossing. The one safety net awarded to the residents of these neighborhoods is that the speed limit was enforced, thus protecting pedestrians and children that use the sidewalks and crosswalks through the neighborhoods. This decision lacks the logic of protecting those residents and pedestrians first, and instead favors flowrate of traffic, not only putting those pedestrians and children at more risk, but also completely eliminating the usability and convenience of the traffic flow that was created for these communities. To support increasing speed and limiting left turns shows the city's gross neglect and disregard toward the safety of vehicle transportation through residential neighborhoods. Another solution to the traffic problem must be enacted, that does not forget that this area has been and always will be a residential zone.

    Since the bridge opened, I've noticed excessive speeding in North Crossing. The traffic and speeding will only get worse as the new housing developments off Monocacy are completed. I stood at the school bus stop at Timber Grove and Christopher Crossing, watching the cars "roll" through the stop. If we want to keep our community and school walkers safe, we need to keep the Stop sign at Timber Grove and Christopher Crossing. At the Nov Nac3 meeting, Cherian Eapen spoke of the many studies, supporting the no left turn at Timber Grove Road. How can a traffic study which was completed in the middle of a Pandemic be valid? This isn't an accurate representation of traffic patterns. Many people are still working from home so this study should be invalid. The residents of North Crossing appear to be the sacrificial lamb for the greater good of the community.

    The decision to remove the 4-way stop at Timber Grove Road and Christopher Crossing, thus requiring left turn limitations for North Crossing residents should be, at a minimum, paused until a more sensible solution can be determined with input from the community. Based on the last NAC meeting, the desire from the city was to increase the speed limit on Christopher Crossing to 30 mph, which requires the removal of the 4-way stop, which then requires left turn limitations from Timber Grove for North Crossing residents. All of these changes contribute to making an already dangerous intersection and highway more dangerous, diverts more traffic to other areas of North Crossing and Willowbrook, while adding a huge inconvenience to the residents.

    Nothing should be done until there is a public meeting held to discuss the many issues the North Crossing community has with the new Christopher Crossing highway.

    I am one of many who would like the intersection issue at Timber Grove Road and Christopher's Crossing to be rescinded and tabled until further input is sought from the community. Eliminating the four-way stop and increasing the speed limit is going to make an already unsafe intersection even worse. In addition, this intersection is at a "bend in the road" which makes it very difficult to see due to the curve in the road, houses and trees.
    This roadway is already hazardous enough due to very narrow lanes and sidewalks which are too close to the side of the roadway. Increasing the speed limit and eliminating the four-way stop are only going to make these safety issues worse.
    Also, limiting left turns is going to force local residents to use alternative routes throughout North Crossing and Willowbrook and will increase traffic on many neighborhood streets throughout these communities -- once again creating unsafe conditions.
    These issues need to be studied further, and a more common sense approach should be taken while also seeking additional input from the neighboring community.

    I am requesting that the decision to eliminate the left turn capability from Timber Grove Road onto Christopher's Crossing be overturned. This would force many households to seek alternative routes to gain access to Route 15 resulting in more traffic throughout the neighborhood.

    I would like the traffic pattern changes, no left turn from Timber Grove onto Christopher’s Crossing be revisited. This change basically shuts down residents of North Crossing from quick access to Route 15 and the Route 26 area and causing more traffic in out neighborhood by forcing people to drive through the area to exit the area on the south side of the neighborhood

    At the last meeting, the Board approved funding that will result in major changes to the North Crossing neighborhood. I am requesting this decision be reversed until the neighborhood has the opportunity to provide input regarding these major changes.
